The Gujarat government has proposed a massive investment push for India’s semiconductor sector. The Department of Science and Technology (DST) has requested a Rs 40,783 crore grant from the Government of India to strengthen semiconductor manufacturing infrastructure in Sanand and Dholera SIR over the next six years. This initiative aims to make Gujarat a leading hub for semiconductor manufacturing in India, driving technological innovation and sustainable growth.
Strengthening Gujarat’s Semiconductor Ecosystem
According to Mona Khandhar, Principal Secretary of the Department of Science and Technology, the goal is to build a robust and sustainable semiconductor ecosystem across Sanand and Dholera Smart City.
Of the five semiconductor facilities approved under the Semicon India programme, four are being set up in Gujarat. A chip packaging cluster is taking shape in GIDC Sanand, housing key projects by Micron Technology Inc., CG Semi, and Kaynes Semicon.
Meanwhile, India’s first commercial semiconductor fabrication plant is being established in Dholera SIR by Tata Electronics Pvt. Ltd., positioning the region as a global semiconductor hub.
Dholera SIR: The Future of India’s Tech Manufacturing
Located about 100 km from Ahmedabad via the Ahmedabad–Dholera Expressway, Dholera city is rapidly evolving as a smart industrial destination. The Dholera to Ahmedabad distance ensures smooth connectivity, further enhanced by the Dholera International Airport location, which will play a key role in global logistics and exports.
The government’s focus extends to creating specialized industrial clusters in Dholera SIR with plug-and-play infrastructure that allows quick setup for companies. These clusters will include advanced utilities, logistics hubs, and smart city features similar to the ABCD Building in Dholera, which functions as the administrative and business centre of the region.

The development aligns with Dholera Smart City's progress, where sectors like renewable energy, logistics, and electronics are expanding. The Dholera Solar Park, one of India’s largest renewable projects, and the Dholera port add further value to its industrial ecosystem.
Global Supply Chain Integration and Investment Impact
The Rs 40,783 crore proposal is aimed at upgrading industrial infrastructure, including utilities, security systems, and logistics, to global standards. As Dholera SIR investment continues to rise, the area’s real estate and industrial plot prices are expected to appreciate significantly, offering attractive opportunities for investors exploring Dholera land investment or plots under 10 lakhs in the emerging smart city region.
The Gujarat government is also working on workforce development and supplier ecosystem creation to ensure the semiconductor sector flourishes. The plan emphasizes long-term growth, job creation, and integration into global semiconductor supply chains.
Dholera: India’s Emerging Smart Tech Hub
Beyond its semiconductor focus, Dholera Smart City is an integral part of Gujarat’s innovation strategy. With ongoing projects like the Dholera International Airport, Dholera Port, and Ahmedabad–Dholera Expressway route, the region promises unmatched connectivity.
Furthermore, its proximity to Ahmedabad Smart City and Sanand Industrial Area makes Dholera a strategic node in India’s industrial corridor. As development accelerates, Dholera’s current status as a key investment zone solidifies its position as one of India’s most futuristic smart cities.
Conclusion
The Gujarat government’s request for Rs 40,783 crore reflects a strong commitment to transforming Sanand and Dholera SIR into semiconductor and electronics powerhouses. With projects like Tata’s semiconductor fab, the Ahmedabad–Dholera Expressway, and the Dholera International Airport, Gujarat is laying the groundwork for India’s next big industrial revolution.
By combining advanced infrastructure, sustainability, and strategic global partnerships, Dholera Smart City and Sanand are poised to anchor India’s leadership in semiconductor manufacturing and technology exports.
